With peak Turtlemania back in the upcoming 90 and Transformers: The Movie, the world was not exactly crying out for TMNT. An attempt to cling to the resurrection of a money-spinning franchise, the film is saved only by mightily impressive CGI effects, magic show equipment that supports over clarity of the narrative. The transition from the animation of the previous 2-D sections and appropriate actors awkwardly showcases several stunning sequences that will eventually enable the Turtles to show their ninja skills altogether.

Surprisingly, the film all but acknowledges its status as anachronisms amphibians. These ninjas mutants are teenagers, but weaker twenties. Donatello (voiced by Mitchell Whitfield) is half of work as a technical support agent, Michelangelo (Mikey Kelley) is a giant turtle costume for children's parties and Leonardo (James Arnold Taylor) has disappeared to discover himself and his leadership potential in a jungle of America South. Only Raphael (Nolan North) continues the fight against crime, every night prowling New York as an armored vigilante. The four-sensei, Splinter (Mako) it never explains why three of his charges are being allowed to waste their potential, while Leonardo completes its search for Bushido style, but the brothers are prohibited specifically to fight until they can cooperate as a team.
